ROLE PURPOSE:
SCI Ethiopia is a grantee and consortium lead for the Education Cannot Wait Multi-Year Resilience Program (ECW-MYRP II) in Somali, Amhara and Tigray Regions with a total ECW seed fund of 24 million USD (SCI directly implements $6million).
The MYRP II Education Senior Project Manager will be responsible for overseeing and ensuring proper use ECW-MYRP II funds allocated to SCI. Within his/her capacity, the Manager will work closely with Deputy Director of Program Operations and PDQ-Education Technical Team and the MYRP Consortium Director. S/he will have a range of contact and communication with a number of collaborates mainly consortium members (HI, NRC, TDA, FAWE, DEC and OWS-DF). MYRPII Consortium Management Unit (CMU), the education cluster, REBs and Woreda Education Offices and schools in Amhara, Tigray and Somali Regions.
The Senior Project Manager is in charge of managing the Save the Children part of the MYRP II program implementation through results-based monitoring, evaluation and quality assurance mechanisms and ensures quality delivery of the program as stipulated in the program document adhering to quality standards and donor expectations. He/she will be responsible to lead program annual plan, annual reports, program evaluation, communication with member office and donor and collaborate with stakeholders. The Senior Project Manager is accountable for budget management of the SCI share of the program and partner management, which includes development through capacity building and support.
Background
Ethiopia's Multi-Year Resilience Programme (MYRP II 2024-27) in the long run aims to improve learning through equitable access, crisis-sensitive and quality relevant education for 173,311 emergency-affected children (60% girls, 10% children living with disabilities) in 10 zones/17 prioritized woredas and 5 refugee camps/settlements in Ethiopia. MYRP II program will be implemented in Amhara, Tigray and Somali Regions of Ethiopia.
The MYRP II is an ambitious plan jointly designed by the Ministry of Education together with Education sector stakeholders. SCI plays the role of grantee and consortium lead. The MYRP II consortium includes two INGO members (HI, NRC) and four Local NGOs (TDA, FAWE, DEC and OWS-DF).TDA, DEC and OWS-DF are responsible for direct implementation of the program on the ground, while SCI, HI, NRC and FAWE will mainly provide technical support to the implementing partners. NRC is also involved in small-scale implementation work.
The proposed MYRP includes immediate actions to address critical educational needs of IDP, returnee, and relocated and refugee children and medium to long-term interventions to build resilience of the education system to support the (re)integration of returnee, relocated, refugee children and their host communities. The MYRP II interventions will be scaled up to reach more emergency affected children in prioritized emergency-affected woredas in Oromia and Gambella Regions as more additional resources are mobilized and anchor the MYRP into national programmes.

Dimensions: Communication and relationship management with a wide range of stakeholders, including the SCI-hosted Consortium Management Unit, Consortium members, the Refugee Education Working Group, the Education Cluster and Sub-National Clusters in the regions, the Donor, Somali, Amhara and Tigray Regional Education Bureaus, Woreda education offices, schools, Refugees and Returnees Service, and Teacher Training Colleges in the three Regions.

KEY AREAS OF ACCOUNTABILITY:
Project Oversight, Coordination, Management, and Technical Support.

Represent SCI as a consortium member in the SCI-hosted Consortium Management Unit

Ensures that the SCI-part of MYRP II activities is implemented in ways that are responsive to the targeted communities and children, in line with MYRP II program strategies; Save the Children principles, values and compliance procedures.

Coordinate program implementation by MYRP II implementing partners and consortium members, the Education Cluster, teacher Training Colleges and members of the Consortium management Team

Work closely with RRS, UNHCR, Ministry of Education and Somali, Amhara and Tigray Regional Education Bureaus and the Education Cluster to facilitate the training of teachers/facilitators and emergency education providers

Support the education cluster in the execution of activities under Outcome 4 of the MYRP II program through facilitating logistics and providing administrative and technical support

Work closely with Consortium Management Unit and Save the Children Member Office during annual planning, implementation of activities and reporting.

Provide oversight and technical support to the SCI Area/Field Office Education staff and the program managers of local implementing partners in planning, implementing and managing the programme.

Support the SCI field staff in Amhara, Tigray and Somali regions in the development of feasible programme implementation plan and budget jointly with the Program Managers of implementing partners.

Identifies critical issues in the implementation of the program and proposes workable actions to address the issues

Develops quarterly, bi-annual and annual work plans and performance reports that meet the standards set by SC, ECW and MOE and timely submits to the CMU

Ensures the effective use of program resources in compliance with ECW regulations and SC policies.

Provides technical leadership to field staff and share best practices and methodologies related to relevant areas of expertise.

Lead on provision of technical support for implementing partners in the three regions through SCI field staff and facilitate timely solutions for challenges and issues that are encountered.

Assis the Consortium Director in raising funds for expansion of MYRP II program in Oromia and Gambella regions
Budget management
-
Serve as overall budget holder for the SCI portion of the programme.

Lead the budget planning, budget revision, phasing and rephrasing of the program
-
Review periodic financial report and BVA of the program, identify bottle necks on budget expenditure and discuss with finance, award and operation team for timely solution

Manage proper budget coding and monitor coding errors

Provide support to award and finance team to prepare annual budget report based on donors requirements
-
Regularly monitor budget and ensure effective and efficient utilization of programme budget and other resources for the intended purpose.

Ensure that partner finance planning and reports are in line with the project agreement and requirements from donors and governments.

Monitoring, Documentation and Learning

In coordination with Education PDQ team and MEAL Advisors, supports the field office to design results-based monitoring and evaluation process for the programme.

Ensure timely and quality implementation of the program through regular field monitoring and supervision at least on quarterly bases

Follow up and ensure regular data collection, documentation of challenges and best practices and timely sharing to relevant stakeholders.

Coordinate and facilitate assessments/studies and evaluations.

Organize and facilitate periodic review meetings and information dissemination workshops

Manage knowledge and experiences from the learning process and replicate good practices.

Ensure proper monitoring tools and procedures are in place and utilized during monitoring.

Prepare and compile quarterly and annual reports for the programme based on ECW and MOE requirements and submit to the CMU on time.

Organize and properly maintain database and information related to the MYRP II programme.

Provide information/inputs to be used for SC information and communication materials.
Partner management, capacity building and Representation
-
Work closely with SCI field team and staff of implementing partners in the course of programme planning, implementation and preparation of periodic completion reports, annual and quarterly programme budgets and expenditures.

Ensures that SCI technical support and capacity building interventions align with implementing partners' program delivery plans and activities, and are timely implemented

Ensure that partnerships are maintained and functioning properly as per signed contract agreement.

Maintain regular communication and interaction with SCI field team to facilitate and promote learning and information sharing.

Ensure that implementing partners' staff get timely technical support in line with the program document

Identify capacity gaps and organise capacity development trainings for SCI field office staff

Review reports from SCI field offices and implementing partner offices and provide technical input

Organise experience sharing and learning sessions aimed at improving implementation

Provide technical support to SCI staff in each field office in the course of project implementation and ensure they have improved capacity to support partners

collaborate with program managers of MYRP II consortium members to ensure synergy between program approaches and actions as well as for complementarities

Risk Management

Ensure developing and instituting mechanisms for identification, prevention and mitigation of risks in SCI operation areas. Ensure regular updates of risk register matrix in collaboration with SCI field team.

Ensure roll out of Safer Partnership initiatives.

Ensure robust Safeguarding Framework, including Child Safeguarding guidelines, policies and procedures are implemented and monitored at the MYRP II team and activity level and amongst all SCI staff at all levels, with strong community accountability mechanisms in place.

QUALIFICATIONS AND EXPERIENCE

First degree in the area of education.

Recommended a minimum of10 years of experience in the NGO environment, at least seven years in an INGO
-
Experience in managing big education program(s) in the humanitarian and development setting

Sound understanding and experience in SCI's education approaches, tools and methodologies is an advantage

Strong experience working in a consortium approach involving local and international partners; with demonstrable experience in harmonization of approaches, tools, methodologies,..
